Android DNS Rerouting

Here is a small but technically complicated project. Please check the attachment for details. The client needs both Android and iOS. I will be hiring one guy for Android and one for iOS, if one cannot do both. GUI are not important for this project. This project is from a trusted client. No payments or milestones will be created until the project is delivered and client is satisfied. In your bid, please mention if you will do Android, or iOS, or both. If you are doing for both, please mention your price separately for each in your proposal. Whoever bids $350 or less for Android will be hired immediately. Whoever bids $350 or less for iOS will be hired immediately. Whoever bids $700 or less for both will be hired immediately.
