Android app to auto-connect every incoming call

The objective is to create an Android app that would do the following:

1) answer every incoming call after 5 seconds

2) play an audio file in a continuous loop

3) while playing listen for dtmf input

4) depending on dtmf input either play another file in continuous loop (and continue to listen) or play a single tone and start recording the incoming audio until another dtmf is recognized. Then playback the recorded audio. Then back to 2)
