Build an Android app to stream video to and from a server.

The app needs to stream video (and audio) from a server. It also needs to stream the camera (and microphone) feed to the server. The frames of the camera feed need to be available on the server using a Python API. The app also needs payment functionality. The user needs to be able to buy things from the app. User authentication is also needed. A way for the users to get registered to the service and login. So basically this is a video call app. The UI is very simple. There should be a basic registration/login window. And all the rest consists of a screen that shows the incoming video and a button at the bottom of the screen that says "pay". Using the button you can send the service an amount of money that you choose.
Just to be clear, a "back-end" thing needs to be built to manage the user accounts.

I'm adding a more detailed list of requirements:
-You buy the right to use the app for a period of time. For example, you can buy the app for three days, or ten days. There needs to be a mechanism that allows for this type of payment. So, the user should be able to buy a usage licence from the app.
-The app streams video from the camera of the phone to a server in real time with low latency.
-The camera feed from the phone needs to be accessible on the server using a Python API. You need to provide this API. I need easy and efficient access to individual frames of the video. It would be a bonus if there’s an easy way to build an additional API to some other language, like Scala or C++.
-You also need to provide a Python API that allows the server to send video back to the phone in real time with low latency.
-The user interface of the app is very simple. The video streamed from the server, and also the video from the camera is shown to the user when they open the app. There needs to be some basic functionality to turn off the camera.
-A login/registration window needs to be built.
-A back-end system for authenticating users needs to be built.
-I’ll be providing the API which provides the identity of the server to contact for streaming. If a paying user is identified successfully, the authentication system should contact the API I provide for the identity of the streaming server and pass it to the front end.
-I’m looking to get built an Android app, but it’s a bonus if an efficient implementation can be made that also works for iOS.
-I want code that I can understand. I hope to be explained how everything works so that I can modify/extend things myself if the need arises.
