I'm going to cut to the chase, their is no way that you can get a quality game made in 30 days. People on here telling you that are lying to you. Having worked as a indie developer for 6 years, I can guarantee you that you will receive a broken game with stolen assets from these people. This is my proposal: Unity - This is the engine I would use to develop the game. It is a cross platform engine that can be deployed to Android/IOS/PS4/XB1/PC. It's free to use and I only have to make one version of the game which you could then use to deploy to other platforms. $500 - This may be a deal breaker for you, but in order to keep everything 100% legitimate, I will require an investment to add functionality to unity. This would count towards my payment since I would keep the software that I buy. If you can't do this then you may as well stop reading here, I have a unique plan that requires additional software in order to make your idea a reality, and I refuse to pirate software for your safety and mine.
