Building a Website From Ground up

We are looking for a team of professionals that can be a company or an individual, but they/he/she should have the indepth knowledge of how filehost sites like ([login to view URL], [[login to view URL]][1], [[login to view URL]][2] etc) work. We are looking for a long term relationship in-terms of developing the project and than maintaining it, which will also include training our staff (max two people).
