Business Plan required

Hi I am after a business plan for a start up outsourcing business tailored toward the mining and resource sector, in relation to accommodation placement etc. It is not aimed at investors or banks, low cost start up. Employing just one BDM and then organically growing.

This plan must include a market analysis, Table of Contents, Executive Summary, Company Description, Services, Industry Analysis, Target Market, Competitors, Marketing and Sales Plan, Operational Plan, Financials, and Appendices.

I need a business/marketing plan written from scratch. It is a start up idea, which incorporates accommodation logistics for the mining sector. I need an experienced person who is has exceptional skills in this department. It is only a very new idea so i need some market research done as well.
The plan must incorporate the usual suspects of a well written plan and extremely well presented with quality tables and graphs etc.

It must also include two service agreements one for Mining corporate and one for accommodation provider.
looking to start this in one state with minimal staff and overheads then grow to all resource rich states in Australia.

I have some rough numbers to provide in terms of charge outs to Clients and providers. Looking at between a 20 and 30 page document, it is on a small budget this project. However i have a large project to follow aimed at investors, fund managers etc.
