Automation on Windows XP [Printing from .txt file]

I run on windows XP. I need to do some mass faxing of which I have a .txt of numbers. I need the automatic extraction of numbers I specify in terms of lines (For example line 1-500 of [login to view URL]) to be automatically sent for faxing for that particular document. Please view the [login to view URL] file & [login to view URL] included. This is a simple job and my budget is only $30-$35 for this project. Please bid reasonably and feel free to ask questions.
