C++ Data Structure and Algothrim Assigment::Urgent++

I already Late for this Assignment because of a Dumb Coder, it is not big job, you might do it in past, or you can find code like that, whatever you do. I just want well commented, self explanatory Functions, which perform the REQUESTED JOB. As I am student so my Budget is not > 10$. I Prefer to Have Bidder less than Max : ).
