Custom Windows Toolbar

Need a custom toolbar coded. Among standard features such as buttons/links and a search feature, we need the following. We need something that will redirect certain URL's. For example, say the surfer visits [login to view URL], the toolbar should check with our server if we redirect on that domain, and we will return a URL like [login to view URL] and the user will be directed to that URL and not [login to view URL] directly. Must understand url-encoding and pay attention to details. The developer also must understand browser sessions and memory optimization of saved data within the toolbar application. REQUIREMENTS; Browser versions required: Internet Explorer, FireFox, Chrome Operating system: Windows XP, Windows Vista, Windows 7; Work with 32-bit browser only is OK, but both preferable. MUST be able to install on both 32-bit and 64-bit OS Must have easy, user friendly install process OPTIONAL: A single install file able to install the different versions for EACH browser the user has installed would be very useful and very persuasive for making our choice for the winning bidder of this project. A Mac install version for Safari; possibly with FireFox and Chrome as well. Final specifications will be given to winning bid. Payment will be setup with the following milestones in escrow, with freelancer.com. 10% on start, 20% on first working demo delivery for all browsers, 25% on delivery of final demo with all bugs and features working on all browsers, 55% on delivery and working install on our site.
