Build a rs232 - rs485 communication program with UI

I wish to make a windows rs232 communication program that has a graphical user interface. This will be a ongoing project and may require 2-3 iterations of the program. We will be communicating to 2 devices. 1 device is a rs485 load cell 1 device is a basic rs232 machine These need to be adjustable in the first program to change COM settings such as baud rates and parity. I will provide a full list of what need to be accessible and editable for these settings. I want to get data from the rs485 load cell, and apply that data to the rs232 machine. I want to record the data in a Excel format so that it can be quickly accessible. I also want to set up a "session" so that during this session it starts a new file with a user defined name, the file will continuously save upon each new data entry. The program will always remain in this session until the user makes a new session. Upon a new session, it resets and makes a new folder with the days date and time. I can provide graphics for the UI and graphical interface for the look. The program needs to be full screen with no top bar, the only way to exit the program is to press a exit button built into the program. example: rs485 Load cell: 100kg rs232 Send Turn left command: [2] Store information: 100kg, Left, 1 (first) rs485 load cell: 150kg rs232 send turn right command:[1] Store information: 150kg, right, 2 (second) etc... I need all settings and commands to be editable for use for testing purposes, and then in a later iteration of the program we can concrete the details. The rs232 will also get data from the machine, upon which we should also act upon:\ It will send us some commands, and we should act upon them or reply back to those commands. The progam will be used on a windows based tablet. This means the program needs to be suited towards touch. If you require any more information please message me.
