Clone of jing (screenshot + video) :: C#, S3, windows, mp4

I need for my company to have its own version of jing which is a desktop screenshot and video capture tool. I need an installer, C# code, S3 aws, and mp4 encoding. On te images we will want to draw some shapes, text, highlight like jing has. So if you know jing them you already know what we are looking for. We will own all code for this. Any 3rd party code will need to be approved ahead of time (trying to avoid GPL and other non commercial licenses.) Please provide why you would be good for this. For video capture how do you plan to interface with the screen here (directshow, etc) Do you see any parts maybe better suited in C++ over c#? For transcoding to mp4 what libs might you use? For drawing on the images what lib do you see here? (Gdi+, silverlight, or web languages like canvas and vector objects) How much time do you need for a prototype? How much time for final (estimate ) Do you see issues with multiple monitor machines? What's your price?
