Build a HTML eDM (e-mailout)

We need an HTML eDM e-mailout built based on the PDF supplied. The canvas must be 650px wide and must match the PDF. We will supply psd files with all embedded images. We need this executed exactly as per the PDF.
The eDM must render across all browers.
At the end of this we need a fully coded HTML file.
Finally requirements - the Creative Specifications (Word Doc) needs to be complete following each step.
We need this done by 10:00am 15/6/2016 (GMT - London)
