CSS alteration, CSS expert needed for minor change

Hi, I have a website which uses CSS that needs a quick looking-over. There are horizontal orange bars, which are meant to be at the top and bottom of the page, a fixed distance from the top and bottom. This does work, but the page doesn't scale well. When I make a very long page, the bottom bar doesn't follow down the page. For example: [login to view URL] Other pages on the site look fine, as long as they are short pages. So the task I need help with is that: When displaying a long page, the orange bars should appear at the top and bottom of the content. The bars also need to work properly when someone resizes the browser.
