data scraper

I need a scraper built around collecting data from CL, kijiji, ebay and a template for local newspaper classifieds. The scraper will go out a collect new ads several times per day and put them into a format that looks similar to craiglook.com. I need template email some way to keep track of what we have contacted and something that prevents us from contacting people too often and a do not contact function. Basically I am setting up a pawn shop and contacting people in my area to sell there stuff to me.
