Crawler for automatic posting data on website

I have an excel file and you will use the data to paste info on a specific website.
You need to login and post data there.
And if data posted succesfully you return an 'ok' message.
If unsuccesful then 'error' message returned.
Each posting i need to do will be activated by a url from my application. So if url activated, it will read specific excel file and your script will post it online and return message.
I think this can be done by php but you can choose your own method.
Apply for this only if you have experience with crawlers and could do this job at once.
