Delphi/Firebird - import XML records into Firebird 2.5 database

I need a small program (Delphi source code and .exe) which connects to my existing Firebird database and every x hours monitors a local subdirectory which contains multiple XML files. If any file has changed (i.e. need to save last date/time version of the XML file) then import this XML file into one table of the Firebird database (updating existing records, and marking records which have disappeared from the XML (as compared to the last version imported). I have a standardised XML file format and will provide precise instructions how to map the tags to the database fields.

The idea is that there is that this tool handles the import, and there will be another tool which regularly creates and updates XML files. The number of XML files in the subdirectory is unspecified, potentially up to 300-500 files. Fixed budget 150 USD.
