Work management excel spread sheet in Google Sheets

Need someone experienced with google sheet. Tasks required

1. Create or modify an existing excel google sheet which Providing access to different users in existing google sheet, for example editing, reading within particular column including sorting out

2. Create a system within existing google sheet where multiple people could use the system simultaneously and update on the same sheet with different user rights.

3. Google sheet should be able to produce a financial report by the end of the month with all expenses input on a daily basis including daily expenses

4. A proper google sheet to calculate daily expenses and end of the day balance sheet.
