Basic Flash Banner

Hi

I want a banner created using Flash. I have a clear example of what i want it to look like. I have a sample graphic i want used.

Banner to be 768x110. Flash animation to include moving text and light effects. I want it set up so i can change the background image but keep the heading and fly in effects.

I want someone with strong flash skills. I will send example to items to person who wins job. I will also explain more in email comms.
