Create Facebook Fan Page App and Marketing Plan

I need someone who is well versed in 1) social media, specifically Facebook fan page design and development. 2) app development, or someone who can take my ipad app idea and recreate it in either flash or java on the FB page. 3) Designing a FB fan page to go along with the app. 4) suggest ways to monetize the page 5) help with a marketing plan to grow the site and 6) provide input on the marketability of my idea (pro/con).
This is a job for a well-rounded and experienced social media, developer and marketer. The page is for families, so it would be helpful if branding experience was in this area. I understand this is a high cost job. I will expect references and a portfolio of similar work.
