Design landing page in Flash or animate gif with sound

Hi. We are making a program called 'Brainstorm Magic' We want a landing page so when people see it on mobile it looks awesome like outerspace and they give the email. We're talking about a purplish cosmic galaxy background when they hit the page, and then fading in or animated a human brain brainstorming. Sort of like the big bang or from creation. I also want sound, like a magic glittery sound almost...I will pick one. I'm not sure if flash is the best or if there is another way to do it. Then we will have an optin form at the bottom to capture email, mobile and type what they are working on or what type of writing they do. We're going for top level branding here a great concept at around $100 to $200 budget. You must show me animations in a portfolio to be considered or send me a PM to chat.
