Design a Wordpress Mockup

Looking for someone who is expert in HTML5/CSS & WordPress. My ongoing WordPress based website is located at [login to view URL] I need the following- I want an animated background with fishes, waves etc. moving across the background. Please read the following: a) For the fish, make the tail flip a little to the side. Then the drops of water will fly away from the tail. b) For the diver, show bubbles coming from his regulator. c) For the birds, it's ok just leave them. d) Design area: about 1200 across and 800 down. e) Of course it should adjust to fit browser settings. Please don't mention 'I can do this' or 'I will do this'. Give me evidence that you can do this for sure. I will look for someone who have prior experience creating such. My budget is maximum $30-$40 and needs to be done in next 3-4 hrs. I will hire someone in next 1 hr who is appropriate and can definitely do this.
