Animate a Logo on a web page (No Flash!)

I have an Adobe Illustrator logo (can be converted to any image format as needed) that my client wants to animate for the homepage of their website. This cannot be done using Flash, it must be nothing more than HTML5, CSS3, Javascript, jQuery and standard image formats. I'll provide the original image, a description of the required movements, and size parameters regarding the image or plugin I need in return to be added to an existing homepage. (I'm expecting this may involves a lot of code instead of just an image file, so the "output" will all need to fit or "playback" inside a fixed size div).
Essentially the logo is a line drawing resembling a person, and they would like the eyes to look around occasionally (if possible follow the mouse on the webpage) and occasionally blink. The lips should move occasionally (smile, smirk, etc.), and the "arms" should occasionally shift position a bit (extend, flex, relax).
The big concern is cross-browser and mobile compatibility, so no Flash.
