Analysis for a multilanguage "comparison" website -- 2

I'm looking for an expert to support me with an analysis creation for a multilanguage "comparison" website and related app to be published (ios and android). The person shall be able to: 1. make a detailed analysis of the different competitors available in the geographic specific market (within Europe) and proposed modules; 2. make a detailed analysis on the complexity of the implementation of the different modules; 3. make detailed commercial and technical proposal (including provisioning of a mockup) for the full design, implementation, publication, SEO and other marketing exercise, management and update/upgrade of the website, related app; 4. The use of “free tools and sw” is the preferred choice; The budget is to be discussed meaning I’ve not fixed any specific amount. Anyway, the upfront agreement shall be that any amount agreed for this analyss phase shall be paid ONLY when all the work is performed and it will be deducted in case the above point 3 will be assigned to same person. Last but not least, I prefer to work with an independent freelancer so please, companies are requested to not apply for. I’m happy to answer any question may arise.
