Build a Website

Build a simple, clean website from an existing excel database of investment funds (about 400 funds) to show performance of these funds and other statistics that can be pulled from the web. Website will center around providing information about these funds and allowing for unique user IDs to load their profiles of their allocation on their investment funds to show daily portfolio value/PnL. Coding using ruby on rails may be the best way to do this. So competency in this area would be desirable but not required. Additional bonus if one can type in Chinese and English. We want to move quick with this, so I would want to meet with the programmer and pound this site out together as soon as possible (within 1 month), I will meet with the programmer as often as possible to provide guidance on design etc. This is the initial starting point, if these is a good fit with the programmer there will be a lot of follow on work as the site matures, so the site infrastructure must be build to be scalable.
