Build a Website

Hi, We are exploring to add a simple web portal and are looking for a Ruby on Rails developer to help with a prototype We have the hosting service and domain registered already We wrote a functional specification with details for the features. The portal is pretty basic, it includes customer registration, a few billing reports, and some database with 3 tables and forms. Then there is a B2B WEB API that needs to be added. We have the specification for the WEB API. We are based in California.
