Create Limited time offer pluggin for existing wp portal!

Need someone to make limited time offer pluggin similar as coupon pluggins for my portal. Functionality of pluggin will be like this. When you add some new company to database you can add also some limited time offer overe there with lets say 30% [login to view URL] offer will be active 1 month, 2 months etc... On portal company profile this offer will appear with timer untill expire. Good point of this pluggin will be that this offers will appear also on all other similar business in database profiles if they do not have membership. For example if some restaurant from New York want to posto limited offer discount, it will appear in his profile, plus all other free membership profiles in database.
