Hello! I have experience with projects like this. This can be done with the PHP GD2 library. I can also add and admin panel or something like that where you can add new cover backgrounds, set the text loction, add font etc. The site will even upload the photo to the user's facebook. But you should know i can't create you the backgrounds, you have to find or create the photos you want to use yourself. Regards!
