Creating a banner header

I want to redesign the attached header - I want the image to heave the same dimensions. Here is the attached text and a screenshot. The black box should be 2 PX high The first part of the text should be on the right side, with equal distances from the edges, and in the center of the right box. The second part of the text should be on the left side, with equal distances from the edges, and in the center of the left box. The left text would be in smaller font size because it has to occupy the same space as the text of the right side with much more [login to view URL] is the tag line.
