Desktop application for the nightlife in manchester united kingdom

I need a desktop application designed and built.

I would like the front end, the user friendly interface to be made. All pages of the application must be functional.

The application would be downloaded by the users and saved onto their desktops so that they could view the content with or without internet connection.

I want the ability to update the content of the application as i would be the administrator. I would like for this update to be then capable of being downloaded by the applications users.
