Build a crowd sourcing website for junior coders

I am a successful business owner and entrepreneur and looking for someone to develop a new coder/programmer crowd sourcing website. The sites that are out there now and way over-bloated, with too many different projects and way too many companies out bidding junior programmers. I want to capture all of the good qualities of these sites and make one specifically for smaller projects geared towards young junior programmers and coders who have a better chance of find work and building a resume or a company. There was a company/website about 15 years ago that captured the simplicity and essence of what a great thing crowed sourcing can be. If you can recall that site or know about it, you already earn extra points with me.
The coder(s) I choose for this I want to continue a long partnership with and not only pay them for their work but offer a percentage of the company going forward. I want someone that can start immediately and does not have a lot of things going on or other projects. They must be already very verse at how the other big sites work. I want him or her to bring their own ideas to the table and help develop the website's flow and navigation. I want the entrepreneur spirit and someone that is passionate about coding and developing and someone that feels the frustrations and limitations of these over bloated profit hungry sites have become.
We have our own servers and will require to be hosted on a Windows 2012 server along with a MS SQL database server. I am not opposed to any particular code flavor, although a custom bootstrap/HTML5 platform with ASP MVC seems to be a good choice for a MS type environment. However if you prefer another platform such as PHP that is fine too, as long as it is robust and secure. I am open to any suggestions. If you are a large company I would prefer that you don't bid on this project.
