Custom Joomla module/component simple order process

We need a really simple order process with 5 steps that can be edited within the admin page and add options on later. Needs to be mobile friendly and run with our current theme. Also needs to be fluent and clicking on steps need to flow into the bed step if an item doesn't require [login to view URL] exampleStep 1Choose sector: Pub, retail, dry cleaners .ect.
