I need someone to design me a silhouette of Philadelphia PA [login to view URL] the style of this stock photo [login to view URL] . The licensing terms aren't very favorable for what I need this for aren't favorable with the stock photo company. So that's why I'm turning to a freelancer. I would retain all copyrights of any logo design and the designer would retain none of those copyrights.
