Write an Android & iPhone application

Hi to all, I'm looking for a company that could make an Android app (for 4.x upward) and for the iPhone (also compatible with 4 and up). The App serves as a primitive socializing app (in lack of a better explanation, because it my invention). There very basic are: 1. A profile including a picture (with email verification,...) 2. Very basic settings (i.e. notifications, language change,...) 3. An option to message another member through tagged responses (i.e. preset responses), and the other member can respond through preset messages. 4. Showing status of sent message, such as 'sending', 'delivered' and 'read'. 5. Being able to 'like' or 'report' 6. Update status, or temporary status. 7. A FAQ. 8. If another language will be added to the app, the tagged messages will need to be aligned, so an English user will message a question to a french member, that same question will have the equivalent question in french, and his reply will arrive in English. (there are only some 20-25 tagged messages. 9. An admin dashboard, where I (not members) could add languages, translations, possibility to update the FAQ, deal with the reports/fraud, etc, without needing your intervention (the programmer). 10. Counter of the different types of messages sent (and their value, which I'll supply). I wrote a lot of info here, however, I just scribbled it all onto 1,5 page, so it is really a basic program of this kind. It would be a bonus (doesn't have to be, but) if one knows how to setup within the program a function that uses the camera (upon members request) to read (OCR like) a license plate of a car/bike. (note: some license plates have to rows of info, and needs recognizing just the Latin alphabet and numbers). I'd want the programmer to help me with adding the apps to the Google Play Store and App Store. What is maybe the most important, is that the programmers could point to me (on the Play and App stores) apps that they have written, and that have a good 4+ rating. Thank you very much, Kind regards
