hi, obviously you can't expect to have this built for $250 but i would like to throw my hat in teh circle anyways. My expertise is in every angle of mobile application and integration. I recently finished an app that uses stripe as the backend payment gateway to allow a user to enter there credit card or save it within a secure database. I also have two apps for free to the public called job jacket and freightsnap which are both well designed and for android and iphone. I have built 1 windows phone compatible app and have some experience in it. It will be tough for you to find a developer that can handle all these angles of your project, and i assure you that i can.
