Android App local storage and synchonize with MySQL

Android app to utilise local storage when offline and synchronize with an online MySQL database when a data connection is available. This is a part of a worksheet program. Data will be sent to an online MySQL database (this is not part of this project) and assigned to particular technician. The technicians will connect to the database and download to there mobile devices any jobs assigned to them. Information will mainly consist of: Customers - update information, map GPS location. Worksheets - update information, signature capture. Machines - update information, image capture, 2D barcode scanning. Materials - update information. Job input: start - stop – pause The app will need to run on Android devices from 2.1 to 4.3, Sencha touch or jQuery mobile and PhoneGap would be preferred, but a native development would also be considered.
