Convert/Read HTML file - into SQL 2012 Database

We have a third party tool - which is producing a "schedule" - which is getting published via email - as a HTML file. We need to have the content of this HTML file converted into our SQL Database for further use. The converter should run on a windows 2012 server (with IIS 8). An HTML / ASPX webpage - to "upload" this file (User Interaction) - OR - as a service running in background - reading a email address (this HTML file is attached - always same name) - So check for emails - if HTML file available - convert content and place it into SQL database - delete email (automatic version - which is prefered). Attached you will find a sample of this HTML file ([login to view URL]). The second file will include the description what needs to be converted into which field. Also the Database Table design is included. So what we want - a tool to convert the HTML file into the SQL 2012 database format. We would prefer a version where it is checking for an email - read and convert content to SQL server - without any user interaction.
