Coding (+cart) needed so user pays for printing color version of webpage

I want to develop a "freemium" version of an existing webpage.

I am unsure of a reasonable budget for this project but I appreciate that quality work deserves appropriate pay.

Where I am:

Currently, users complete a form and then get a response back (on-screen) from the website. The user typically prints the response.

Where I want to be:

User completes the form and sees the response on screen as before. When they go to print the response they now have the choice of printing it in black & white (for free) or in color, possibly with a choice of borders or backgrounds (presumably via a different CSS print stylesheet) for a very small fee.

Issues:

The response will have to fit a single printed page. This could be a problem as the response length is not constant.

I'd like to check that the user has a working printer before charging them. Perhaps we could require them to print a (color) test page first?

The response is dynamically generated and is not saved on the server. It would be nice if the user could save the response as well as print it. (PDF? I suspect this would add a lot to the development cost so it is optional)

Also, I'd like the ability to add more pages to the freemium print-out than just the on-screen response (like a "surprise gift" with purchase). I was thinking of just toggling CSS "display:none" for this.

Solutions:

We can use a very simple 3rd party check-out/payment solution. I already have a Paypal account. There is no shipping so we can likely use PayPal Express Checkout. The easier it is for the user the better.

PLEASE NOTE: The website uses Classic ASP (not php), HTML5/CSS3 and is responsive. However, I can do basic programming in ASP (I just don't have time to set up the e-commerce).
