Create SEO Strategy and Perform On-Page SEO Optimization

I need a SEO professional to help me with two tasks:
1. Create a SEO strategy for a new website (list of actionable steps that need to be performed for getting the 1st position in Google). SEO strategy must very concrete and actionable. For example, instead of writing 'get some backlinks' you should write 'get backlinks from the websites [login to view URL] and [login to view URL]'. If I like your work, I may hire you for additional projects to implement the suggested strategy.
2. Perform on-page SEO optimization of this new website for a number of keywords (I already know the keywords, you do not need to research them). The website is small (less than 10 pages). The optimization may require you to rewrite certain texts or add new sentences.
