An Android app to detect and send face and get back results

Using the Ice Cream Sandwich Face SDK, develop an Android app and an associated C# .net restful JSON WCF web service that is used to take a photo with camera, detect a face, crop it, then send it over the Internet to the web service and then finally display results sent back from the .net web service.
The UI should have a search tab, optional photos tab and a results tab.
The search tab allows the user to activate the camera and take a photo, displaying the distance between eyes and cropping rectangle overlaid on the preview video in real time if possible. The search tab will display the photo that was taken in a picture box showing the distance between eyes and the cropping rectangle overlays and will provide Submit and Reset buttons.
The optional photos tab will allow the user to take 2 optional photos that will also be sent to the WCF service.
The results tab displays a gallery of 1 or more results photos each with 3 text fields that are returned from the restful WPF web service.
This is a baseline application that will be enhanced. Prior experience and clean code is a requirement. Further input regarding the real time display of face boundary box and distance between eyes is welcomed. Quick turnaround is highly desirable. Note that the deliverable includes both the android application and WCF web service each with source code.
This is an update of an original projectl that I deleted, my apologies to anyone who bid on my first project.
1. Only single face detection is required.
2. The Google Camera.Face class returns the location of each eye with coordinates so it should be fairly easy to draw a line connecting the two eyes assuming that the device returns values for the extended face features.

3. I also need a simple .net WPF service that returns dummy data mainly so I can test the andriod app.
4. SSL is not a requirement at this time
5. No problem with addition fees for any scope changes after project award.
Regarding the .net WCF JSON service please PM me. I can provide this service as a Dev Studio 2010 project if necessary.
