Develope JAVA Client to consume webservice with authentication

Good Evening
We have local service which require java web application to be developed reading it.
The current service is accessible with URL as restful service with credentials username/pass and it generates XML in the browser
What we need is to create JAVA dynamic web project in eclipse and authenticate specific user parameter and give the required authentication in the back end and show the data for any variables from the XML.
Steps of the application development we need:
- Developer create new web project
- Deliver source code
- Compile in our machine
- Build the project and export it as WAR file so we can install in the server
- Documentation and explanation of the code online remotely
- Support on viewing data and images from XML to the web pages and using the variables
The work need to be done online then we will move it offline in the internal network and do the testing. The developer is needed to be with us till its successfully tested in the internal network.
