This could be done using special purpose scanning ICS (for different modulation schemes like FM, AM, SW etc), RTC, flash memmory, interfaced with microcontroller. once the data has been logged in the memmory later on it will be fetched out using a specially developed application. please feel free to contact. My approach to design this device is based on communicating digitally over car's existing radio set. Transmitter: The transmitter will encode and transmit signals in the frequency range of 80-110 MHz. THe main component of the transmitter circuit is BC 549 Receiver , Processing & Storage: The data's reception will be done by the existing receiver in the car, which will be received by the controller(preferably arduino), which collects and saves the information on a flash memory with time stamp, using FTDI viniculum chip. The collected information on the flash drive can be plugged in on a PC and easily converted to a spreadsheet.
