Database in Access 2003 to track quotes against actual

The project is to create a database to track multiple jobs on costs and progress from quotation to design to procurement and provide MI for individual jobs / monthly / annual reports / cost reports and a status flash of individual jobs. The database will have a user login with password, offer password reset, new user setup. System should offer main menu selection for each department. System should have areas to record project details, record document history, estimation prices and notes, design prices and notes, procurement quotation prices, winning quote details, provide an order and record confirmed delivery dates against actual delivery dates. All priced areas need to be linked back to the quoted price and warn users if the price is higher than the quoted price. It will also need to various procurement reports, on time / in full, supplier prices etc. It will need to have ability to attach supporting documents in other Microsoft formats at each level, provide a status flash to show the progress of each part of the project with in the job. It will require a search ability by job number. This is the 1st phase of this project with factory and site processes to follow, The excel attachment shows the basic requirement
