Alter android os to work with custom hardware

1.I want the built in dialer to be moved to the home screen I want the dialer to always be up even when the screen is locked

2.I want to be able to have the phone dial out through a third party connection (analog ethernet etc )

I have all of the hardware picked out and there is working linux drivers once the bid is completed I would like this done as soon as you can .
