an android app

hey guys please I need a programmer that can write a working programme for Android devices ie an APK file. Any preferable programme language can be used to write and develop the Android app. okay I need a programme that can get you mood weather by inputtitng by the user or by a sensor and can play a certain mp3 file once that mood is gotten. the programme should have an awesome user interface that is sleek and cool. It must be user friendly. And it should have the capability to get online to update the mp3 files that play according to the specific mood. note the mp3 files that will be added from time to time are not from the mobile device but will be compressed and added to the entire programme so make sure you create room for that. As the programme takes form through you, more information will be available to you by me. Please I need a working app before December 13th ie a beta version. and please make a very comprehensive and detailed note how you created it step by step and finally the comments should be well stated after each line or two or three lines so it can be developed easily.
