Create a Mobile Website

I want a mobile website that would act like an app. It is same as freelancer website, does the same thing, post job and get hired, same functionality and everything. But this will be local not hiring internationally, everything local, its for students of a college, only after they enter student ID should they be able to post and and get hired.
