Build a browser for iPhone (low-budget)

I need a iPhone browser app that that only shows this website ([url removed, login to view]). This browser will not have the address bar so user will not be able to change the address. The browser will look like safari and will have all the functionalities of Safari (including tabs for new windows)
IMPORTANT: This browser must be able to run in background without going to sleep. When the [url removed, login to view] website is playing in safari, it stops after a while because the browser goes to sleep.
I will provide all the graphics for this browser. You can use dummy browser for now.
Please this is a very low budget project. No crazy high bids. Also no change of price after I award you the project. Thank you!
