Design Dating App for Android phone, Android tablets, iOS, iPhone, iPads, iPod, Windows Phone

Hello everyone, I did posted this project before. But after talking with some of you, I think I didn't do a good job explain what I need to get done. Therefore, I have write down everything that I needed and will post it again this time. Please be serious when bidding. So, I will make it short and simple. I want to create a dating app and a website just like [login to view URL] (if you go into your Google Play on your Android phone or Apple App Store on your iPhone or iPad and search for "POF", you will see. The Site and the App will be in 2 different languages, English and 1 other language that I don't want to describe here. I will help you do the translation. In addition to the whatever exist on [login to view URL], I want to add the following: 1. Implement the ads to the app and the website from Google and custom ads. 2. An Admin and moderator control panel where we can edit the site and remove inappropriate members and pictures. 3. Picture approval process. After the user uploaded their pictures, it will get placed into a queue. Our moderators will make sure the pictures are not adultery and approve it. 4. Ability to communicate with Facebook, such as import photo to Facebook, and share comments on Facebook and place a link back to the App. 5. GPS location-based matches (POF has it, just want to make sure we have this list 6. Automatically capture the phone number of the new members at sign up. But only allow users to view email and phone number for a fee. 7. I own a phone calling card company. I want to put a link that link to the calling card company after members purchased to see other user's phone number. 8. Add Gift features, such as give flowers, hearts, and other icon as gift between users. 9. I want to have a progress status of the project everyday so I can make arrangement for my other teams to proceed with other area. 10. I will only consider fixed price, not hourly. Happy bidding guys!
