Create a Simple Mobile Website/Application for Translating Objects

I have a project where I would like to crowd source translations for particular objects/images. Individuals create an account, and note their language/dialect proficiency. They then provide translations, which are likewise verified/rated by others. So basically: 1: Set list of objects/images 2: Users name the object in their native language and any other language they know. 3: Users Rate the Translation with a Thumbs Up or Thumbs Down. If they disagree, they can suggest an alternative translation, which is likewise reviewed. My preference would be to first develop it for the iOS platform.
