Create a Universal Windows Application

I am here to hire an app designer to design and develop a 'Windows Store Universal App' that captures information dynamically and is then able to evaluate that information, compare it and present it. App Breif : Windows App for horse racing. App visually presents UK horse racing information (Event name,competitors,date,location) and calculates the favourite in each race based on past performance, handicap, age and jockey. Each race needs to be presented clearly ideally with the calculated favourite highlighted and each horse when clicked on displays a small graph showing past position progression and information the application has used to determine if the horse is a winner or not. This is essentially prediction software and needs to be coded clearly and cleanly so changes can be made easily. All information gathered needs to be up to date and constantly rechecking for changes in the event a horse is dropped from the race. Most data can be taken from websites like Betfair and britishhorseracing.com. As things stand I am happy to give you free reign over design as that isn't as important as function. Just to be clear, this is a windows universal application and should work with windows 10 desktop. Please submit your bids and explain the development process and time frames you would be adhering to.
