Development of an App in French similar to the app: GoodReads

I need exactly the same functionality but for French reader only.
The database behind should query the website: [login to view URL]
One of the key functionality, and this a MUST: use the camera to scan the barcode of the book, retrieve information from babelio.com.
Ideally the application should be standard enough to be ported from android, to IOS and windows phone.
I target smartphone not tablet.
The business model is as follow:
- Free version, but with Advertisement. You can unlock the free to paid version
- Paid version without Ads.
Please share previous work around the same kind of application (please no games, I want to see how you work with database, and standard GUI development)
You don't need to be French fluent to do the development, but it'll be a plus:)
